Introduction
On February 4, 2026, the Union Minister for Science & Technology and Earth Sciences, Dr. Jitendra Singh, inaugurated the state-of-the-art Shore-Based Laboratory of the CSIR-National Institute of Oceanography (NIO) Regional Centre in Visakhapatnam. Built at a cost of ₹32 crore, this facility is strategically positioned to conduct comprehensive marine geological and geophysical surveys along the Eastern Continental Margin of India (ECMI). The laboratory’s primary objective is to enhance India’s energy security and "Blue Economy" by identifying resource potential in hydrocarbons and seabed minerals while providing critical environmental forecasting to protect coastal livelihoods.
Facility and Infrastructure Overview
The laboratory represents a significant investment in India’s marine research infrastructure. Developed by the Central Public Works Department (CPWD), the facility is designed to meet modern scientific standards.

Operational Mandate and Research Focus
The Visakhapatnam Regional Centre has a specific mandate to explore the Eastern Continental Margin of India (ECMI). The research activities are designed to leverage the unique geological characteristics of the region, which is heavily influenced by sediment deposits from Himalayan river systems.
Primary Scientific Objectives:
Geological and Geophysical Surveys: Conducting systematic mapping of the ECMI to understand the underwater landscape.
Bathymetry Mapping: Creating detailed maps of the ocean floor's depth and topography.
Resource Identification: Exploring the potential for critical energy and mineral resources, including:
Hydrocarbons
Seabed minerals
Oil and natural gas
Strategic Collaborations and Sectoral Support
The lab serves as a hub for inter-industry collaboration, providing data and insights to various stakeholders in the public and private sectors. Key partners and beneficiaries include:
Energy Partners: Collaboration with major entities such as ONGC (Oil and Natural Gas Corporation) and Oil India to bolster national energy initiatives.
Industry Support: The facility provides essential data to support the following sectors:
Pharmaceuticals: Researching marine-derived compounds.
Infrastructure: Assisting in the development and maintenance of ports.
Energy Production: Supporting thermal power sector requirements.
Fisheries: Enhancing the productivity and sustainability of the fishing industry.
Strategic Significance and the Blue Economy
The inauguration of the Shore-Based Lab is a pivotal step toward achieving India's "Blue Economy" vision and national self-reliance.
Economic and Energy Security
By focusing on deep-sea resource exploration, the laboratory aims to strengthen India’s energy security. Identifying domestic sources of oil, gas, and minerals reduces dependence on external sources, aligning with broader national goals of self-reliance.
Environmental Safety and Coastal Protection
Beyond resource extraction, the facility plays a critical role in environmental monitoring and disaster preparedness:
Cyclone Tracking: Projecting tropical cyclone tracks to improve early warning systems.
Algal Bloom Forecasting: Monitoring and forecasting harmful algal blooms to mitigate their impact on the marine ecosystem.
Livelihood Protection: Providing data that directly helps protect the lives and livelihoods of coastal communities.
